POSITION TITLE: Financial Operations Specialist STATUS: Full-Time, Non-Exempt LOCATION: United Way of Broome County Office and offsite locations as needed SALARY RANGE: $21.00 – $23.00 per hour depending on experience HOURS: Monday – Friday 8:30 – 4:30 pm. Evenings and weekend hours may be required as needed for community events and meetings. United Way of Broome County (UWBC) is a non-profit organization that fights for the health, education and financial stability of Broome County residents. The organization works in partnership with community organizations and members to drive change that will have positive impact on the critical needs of the community. POSITION SUMMARY STATEMENT: The Financial Operations Specialist performs a variety of finance duties requiring a certain level of experience and skills. Responsibilities may include, but are not limited to, grant reporting; payroll processing; maintaining benefits and leave schedules; reconciling accounts; recording transactions; and preparing monthly journal entries. This position is responsible for ensuring monthly duties are completed in a timely fashion for reports to be completed for the Finance Director, Executive Director and/or Board. In addition, this position, in conjunction with the Finance Director, oversees the Volunteer Income Tax Assistance (VITA) Program. FINANCIAL RESPONSIBILITIES: • Process bi-weekly payroll and benefits payments for review by the Finance Director. • Maintaining accurate employee leave schedules, collaborating with payroll service, preparing documentation for insurance audits, and maintaining confidential payroll files. • Maintain an up-to-date calendar for grants, contracts, and other finance-related deadlines. • Process cash receipts as needed in the absence of the Accounting Clerk. • On a monthly basis, review all grant expenditures by program for reasonableness and to determine if any expenditures posted appear unaligned or unreasonable. • Record In-kind donations monthly. • Prepare budget vs actual reports for programs, grants and other departments. • Prepare month-end journal entries for programs, grants, balance sheet accounts, and others based on financial duties for review by the Finance Director. • Audit journal entries prepared by other Finance department staff. • Assist the Finance Director with the preparation of the monthly financial statements and other reports that are presented to the Finance Committee. • On a monthly basis, reconcile the Investments for review by the Finance Director. • Prepare monthly invoices for fee for service programs. • Assist the Finance Director with the annual budget process, budgets for grant and programs, and reports for grant applications. • Assist the Finance Director with the preparation of all necessary schedules, reconciliations, and work-papers to present to the external auditors so they can prepare the organization’s audited financial statements and tax returns Form 990 and Char 500. • Manage year-end 1099 process. • Attend meetings as assigned. • Cross train in all other Finance Department duties. • Serve as a representative of UWBC and display courtesy, tact, consideration and discretion in all interactions with other members of the UWBC community and public. • Perform other duties or projects as directed. VOLUNTEER INCOME TAX ASSISTANCE (VITA) PROGRAM: • Provide coordination, organization, and supervision for the United Way VITA Program. • Coordinate and communicate with the Finance Director and VITA site coordinator on all aspects of VITA site management. • Provide reports to Finance Director as requested for United Way use. • Coordinate with the Administrative Support Services Coordinator to maintain inventory stock of office supplies necessary to complete tax returns, including copies of IRS/NYS or United Way necessary paperwork and surveys, and supplies for printer. • Manage volunteer certification process for UWBC staff prior to tax season. Maintain a folder with copies of all certifications with the signed volunteer agreement on site. Update as needed. • Collaborate with VITA Coordinators to schedule recruitment and trainings of volunteers and other events (i.e. VITA volunteer awards ceremony). QUALIFICATIONS AND REQUIREMENTS: • Bachelors in accounting with 2 years of related experience or AAS in accounting with five or more years of related experience • Experience with accounting software required; experience with QuickBooks preferred • Excellent computer skills, including Microsoft Excel and Word • Knowledge of methods and practices of grant and contract reporting • High degree of confidentiality • Accomplished at working in a complex and dynamic environment where there are competing needs and limited resources • Strong mathematical and organizational skills • Excellent verbal and written communication skills • Ability to prioritize and balance competing demands • Ability to perform moderately complex accounting functions • Ability to work independently • Strong commitment to the United Way mission and vision COMPETENCIES: • Effective Communication • Relationship Management • Adaptability • Self-Management • Results Driven • Problem Solving / Critical Thinking • Customer Focused • Teamwork and Inclusion PHYSICAL DEMANDS (sitting, standing, lifting, etc.): The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
