Job Description
The Controller is responsible for daily administration of the agency financial activities necessary to ensure accurate and effective management of agency fiscal matters. These duties and responsibilities include, but are not limited to:
  • Provides supervision and oversight for business services, payroll services, accounts receivable and accounts payable
  • Works collaboratively with the Financial Analyst to provide financial reports required for the administration of programs including: monthly financial statements and statistical reports
  • Provides direction on all accounting systems to ensure complete and accurate records of the Agency’s assets, liabilities and financial transactions
  • Maintains sound internal control practice.
  • Evaluates accounting and business service procedures periodically to assure timely receipts of payment, appropriate reports and accurate procedures in regard to the Accounting Principles set forward as related to not-for-profit agencies
  • Assists in preparation of books and records for the annual CPA audit and the annual pension audit and facilitates the needs of the auditors while at the Agency Provides information as appropriate to Chief Financial Officer in the preparation of the annual Agency budget
  • Participates in discussions with the Budget and Finance Committee (in the absence of the CFO)
  • Responsible for maintenance of department policies and procedures consistent with new and existing regulations and laws in order to maintain regulatory compliance.
  • Makes recommendations for change as appropriate.
  • Ensures procedures for Medicaid billing are followed
  • Ensures all financial records and reports as required by other regulating agencies including state and federal authorities are properly completed and filed
  • Assists the Financial Analyst in the completion of the Consolidated Fiscal Report for timely submission to various State agencies
  • Monitors cash flow on a daily basis
  • Provides oversight of the financial operations of the Residential program to include personal allowance funds, resident benefits, work related exemptions, etc.
  • Also provides training to Residential staff as appropriate
  • Maintains permanent business records of the Agency which includes a systematic filing method for ease of record retrieval
  • Reviews all expenditures, payroll, journal entries bank reconciliations, balance sheet account reconciliations and quarterly government reports
  • Ensures notification of insurance company for all new vehicles, property and special events as well as coordinates related paperwork for vehicle accidents or property damage.
  • Coordinates annual insurance renewals and provides appropriate information to facilitate renewals
  • Acts as central point of contact for the ACHIEVE Foundation Trust for participants and the Trust financial institution trustee, and maintains the accounting records of individual Trust participants.
  • Prepares reports for periodic reporting on Trust matters to the ACHIEVE Foundation Board of Directors
  • Perform any other related duties which may be required or specified by the Chief Financial Officer
  • Bachelor’s Degree (Finance, Accounting, or Business) and a minimum of 5 years relevant work experience plus a minimum of 3 years supervisory experience
  • Candidates must – Possess a valid driver’s license with good driving record acceptable to the Agency’s insurance carrier
  • Must have worked in an accounting environment using PC based systems as well as be proficient in Excel and Word
  • Possess knowledge of NYS and Federal regulations re – tax, payroll, pension, filing requirements, etc.
  • Have experience with budget administration, analysis, and reporting
  • Have knowledge of functional accounting manuals
